Zoning system seems unfair

I refer to “Shocking cab fare for 500m journey” (The Star, July 2).
Taxi coupons were introduced to curb drivers from charging exorbitant fares.
The stand operator ensures that the drivers will not lose out compared with using the meter.
Using the zoning method for determining fares, the maximum rather than the minimum amount is charged.
Add another 10% levy, the coupon fare is double that of a metered fare for short distances as the
writer has found out and deemed it grossly unfair.
